Coursera Disclaimer & Terms Of Use


1. Introduction


This document outlines the Terms & Conditions (T&C) for Coursera Free Learning License (“License”) offered to registered users of Rakyat Digital Portal. The License allows learners to access selected online courses on the Coursera platform at no cost.  Access is subject to the availability of a limited number of licenses and will be allocated strictly on a first-come, first-served basis.

By accepting and activating the Coursera License, you (the “Learner”) agree to comply with the following Terms & Conditions, usage rules, timelines, eligibility requirements and revocation policies in addition to the Terms and Conditions and Privacy Policy of Rakyat Digital.

2. Eligibility Criteria


To qualify for the Coursera License, all learners must:

  1. Register at Rakyat Digital portal using MyDigital ID.
  2. Be a Malaysian citizen aged 18 and above.
  3. Agree to all policies outlined in this Disclaimer.

3. One-Time Application Policy


  • Registration Limit : Each registered Learner is permitted only one registration to receive a free Coursera License under this initiative.
  • No Re-application is permitted : Once a Learner has registered/signed-up in Rakyat Digital portal and been processed for the license initiative (i.e., data has been exported for license allocation), the learners are ineligible to re-apply, regardless of whether they : 
    1. Activates the License 
    2. Fails to activate the License within the stipulated timeline
    3. the License expires
    4. the License is revoked for non-compliance
    5. Did not receive a license due to capacity limits.
  • This policy is enforced to ensure fairness and maximize the allocation of limited free licenses to as many different eligible citizens as possible.

4. Terms & Conditions of License Utilization


Once activated, learners must adhere to the following:

  1.  Free License
    • The Coursera license is provided free of charge for a limited duration (maximum of 4 months of learning, starting from activation) and is intended for the learner’s personal learning only. We reserve the right to change the duration without giving any written notice. 
  2. Learning Commitment
    • Upon license activation, learners will be automatically enrolled into the one designated compulsory course (approximately 120 minutes course ).
    • Completion of this course is mandatory within the initial activation window to retain access to the platform.
    • Failure to complete the compulsory course may result in revocation.
  3.  License Duration
    • The license is valid for a period of 4 months, effective from the date the invitation was sent .
    • The standard four-month duration is subject to change. Should the license be recycled, due to non-activation or failure to meet the compulsory course deadline, the remaining access period allocated to the new user will naturally be less than the initial four months.
  4. Assessment & Completion Requirements
    • Learners are required to meet all Coursera course requirements, including videos modules, quizzes and assessments.
  5. Certificates
    • Upon completion, learners will receive:
      • i) Customised Certificate for compulsory course
      • ii) Coursera Certificates (if applicable)
  6. License Recycle
    • After 4 months , the license will be recycled to another learner. 
  7. Non-Transferable
    • The license is strictly non-transferable and cannot be sold, gifted or exchanged.

5. Acceptance of License


When registering, the learner will be asked:

“I’m interested to join the wait list” 

Once accepted, the learner is placed in the Coursera onboarding queue and will be followed up by Coursera Admin. Only eligible learners will receive the email invitation to enroll for the program.

6. Cohort Schedule and License Period


  • The Coursera License initiative under Digital Skills Hub will operate based on fixed cohort cycles. Each learner will be assigned to a specific cohort depending on their registration date and license availability.
  • The cohort periods for the year 2026 are as follows and subject to change :

  • The confirmed implementation schedule and actual dates will be finalised and updated in August 2026
  • License activation must occur within the specified deadlines and must fall within the assigned Cohort Period. 

7. Timelines, Deadlines and License Revocation


The following timeline states the Learner’s obligations and the circumstances under which the free Coursera license will be revoked and re-allocated.

After verification, the learner receives an onboarding email from admin with the License activation link.

T+7 Day 

The learner must activate the License and complete ONE auto-enrolled compulsory course within 7 days of receiving the link.

If the License is not activated or/and not complete compulsory course yet , a Reminder Email  will be sent on 

Day 7


 

T+14 Day

Learners must activate the Coursera license and complete the designated compulsory course.If NO activation or/and completion occurs, a Final Reminder Email will be sent on or around Day 14 (only 48 hours given to complete both).


 

T+16 Day

Learners must activate the license & finish the compulsory course following all reminders.If NO activation and completion occurs, the License Revocation Process begins.


 

T+17 Day

License is Revoked. The license is immediately assigned to the next applicant on the waiting list.The Learner loses access to all Coursera courses and cannot re-apply under this initiative.


 

T+121 Day

License Recycle. The license term concludes.All user licenses will be recycled back into the available pool for allocation to new applicants.

8. Right to Revoke License


The admin reserves the absolute right to revoke the free Coursera learning license from the Learner under the following conditions:

  1. Failure to activate the license or complete the auto-enrolled compulsory course within the specified deadlines
  2. Misuse of the platform, including:
    • Sharing access or login credentials
    • Fraudulent identities or documents
    • Violating Coursera’s academic integrity policies
  3. Breach of any Terms & Conditions of Rakyat Digital or Coursera.
  4. The Learner did not meet the initial eligibility criteria.

Upon revocation or expiry of the License – whether due to failure to activate, not finishing compulsory course, or breach of terms – the learner becomes permanently ineligible for any future Coursera Licenses under Digital Skills Hub initiative and revoked licenses will be immediately reassigned to other eligible learners. No appeals or re-application requests will be accepted.

9. Data Usage & Privacy


By participating, the learner agrees:

  • That Rakyat Digital portal may share necessary information with Coursera for license activation.
  • That learning progress data may be used for reporting, program evaluation, or compliance.
  • That all personal data will be managed according to PDPA standards.

10. Liability


  • MyDIGITAL acts as a facilitator for the License and shall not be liable for any disputes, claims, or damages arising between the Learner and Coursera.
  • MyDIGITAL does not warrant that the Coursera platform will be uninterrupted or error-free. MyDIGITAL shall not be held responsible for any technical malfunctions including but not limited to platform downtime, or the loss of learning progress.
  • To the maximum extent permitted by the laws of Malaysia, MyDIGITAL shall not be liable for any direct, indirect, incidental, or consequential losses (including but not limited to loss of data or loss of opportunity) resulting from the participation in this initiative, the revocation of a license, or the termination of the program.

11. Learner Acknowledgement


By accepting the License, you acknowledge and agree that:

  • The License is provided free of charge for educational purposes.
  • Adherence to the specified deadlines is mandatory to ensure maximum utilization of this resource and provide opportunities to other eligible users on the waiting list.
  • Non-compliance will result in immediate revocation.
  • This initiative and disclaimer may be modified or terminated at any time. Learners will be notified of such changes or termination accordingly.
  • In the event of any inconsistency between the terms of this Disclaimer and the Terms and Conditions of the Rakyat Digital Portal, the latter will prevail.
